Overall Mission

The mission of the Hillsborough Street Community Service Corporation, more commonly recognized publicly as Live It Up! Hillsborough Street, is to make the Hillsborough Street community a distinct destination in Raleigh by providing services and programs that improve the economic sustainability of the territory's businesses and increase the market value of it's properties.

HSCSC, a not-for-profit municipal service district, was created by the City of Raleigh in partnership with N.C. State, property owners, merchants and residents. The district is a 3-mile long corridor that runs on both sides of Hillsborough Street from Saint Mary's School to Meredith College & the I-440 beltline, plus Morgan Street and various side streets along Hillsborough Street. 

Primary Services

The organization began providing services and programs in the fall of 2010. These include cleaning, security, beautification, marketing and communications, economic development, special events and tourism, planning and advocacy, parking and transportation, research, arts and community.

Submit an Event

If you would like to submit an event to be included on the Hillsborough Street website and promoted through HSCSC social media & newsletters, please complete our submission form. These could include street events, movie nights, special releases, art presentations and more!

Staff will review all submissions before they go live on the website. This process can take a few days depending on the circumstances, so please keep that in mind for timing of submission!

If you would like to submit or update a business listing to be included on the Hillsborough Street Website, please complete the form below and click submit. This could be a new merchant submission or changes in hours/days open, social media connections, etc. to an established business. Or maybe you did some renovating and want new pictures on our site!

Grant Programs

Public Art Grant

Are you interested in putting in public-facing art on your property? HSCSC has a matching grant program (up to $2,000) to support your efforts! This grant program is open for applications year-round.

Get Involved

Merchants Committee

We have a a full merchants committee that allows merchants time to connect, share ideas and discuss concerns with HSCSC staff and their neighbors. To get involved, email Devon Howard at devon@hillsboroughstreet.org.

Board Meetings

HSCSC is governed by a board of directors, which meets quarterly on the second Thursday of the month at noon in a hybrid format, and meetings are open to the public. To find out when the next meeting is and to find out how to attend, email Clay Rightmyer at clay@hillsboroughstreet.org.

Hillsborough Street Dollars Program

Powered by Yiftee, we want to keep local dollars local through the Hillsborough Street Dollars program, our neighborhood e-gift card program. One card is redeemable at multiple businesses throughout the Hillsborough Street district, which lets the cardholder choose between their favorite restaurants, shops, hair salons and more.

Want to be a part of the program? There's no upfront cost to merchants - you simply have to be able to accept Mastercard credit cards. Fees for running the digital gift card are the same as if you were running a credit card.

To get started, all you have to do is run a business-specific access code and then you are a part of the program! Email Devon Howard at devon@hillsboroughstreet.org to get signed up.

Annual Survey

The 2020 Hillsborough Street Annual Survey was conducted in June/July 2021 and used to gather stakeholder feedback on the health of the street, the Clean & Safe program and how Live It Up! Hillsborough Street can better focus its resources to further its mission going forward.

Market Report

Market reports are published semiannually to highlight trends in food and beverage sales, businesses openings and closings, business and development news, commercial space, construction activity and properties for sale or lease. 

During the second half of 2022, prepared food & beverage sales were $27 million in gross sales, a vacancy rate of 6.1% and the openings of three new businesses.

Development Report

This annual report showcases both private and public development projects in and around Raleigh’s Hillsborough Street Municipal Service District. The Winter 2022 report illustrates 97 projects, totaling $1,941,133,000 in public and private sector economic development investment in our community since 2016, and includes all development projects that are proposed, completed and currently under construction.
